“Challenges and Opportunities in National and International Affairs – A Brazilian case Study” by H.Ε. Mr. Sergio Moreira Lima, Ambassador of Brazil in Cyprus organised in cooperation with the Department of Social and Political Sciences of the University of Cyprus.

The lecture, a Brazilian case study, will be debating several current social, legal and political issues, such as: foreign policy, moral imperatives and the adherence to international law; issues of identity, ethnic diversity and assimilation, and social cohesion; democracy, social justice and economic development; nuclear policy and non-proliferation; Brazil and the UN; the formation of national boundaries and Brazil’s neighbors; and Brazil as an emerging power at the centre of a range of issues of global importance such as the environment, climate control and alternative energy sources, global trade negotiations and fighting global poverty.

Ambassador Sergio Moreira Lima

Ambassador Sergio Eduardo Moreira Lima was born in Brazil in  1949. He is married and has three children.  

He has studied law Degree of the University of Rio de Janeiro and is a licensed member of the Brazilian Bar Association. He is a career diplomat with a Diplomacy Degree of the Rio Branco Institute (the prestigious Brazilian diplomatic academy) and a correspondent post-graduation (Curso de Aperfeiçoamento) and Master degree (Curso de Altos Estudos) of the same institution.

Ambassador Moreira Lima served in the Brazilian Embassies in Washington (1979-1983), Lisbon (1983-1986), in the Brazilian Mission to the United Nations (1989-1992) and in the Brazilian Embassy in London. He was Deputy Head of the Economic Department and Secretary for Internal Control of the Ministry of External Relations in Brasilia. He was also President of the Council of Governors of the Common Fund for Commodities of the United Nations (1995-1997). Ambassador Moreira Lima was the head of the Brazilian Delegation in many international conferences. He was a lecturer at the Foreign Service Institute of the State Department in Washington D.C, at the Center for Latin-American Studies of the University of Oxford and at the Rio Branco Institute.

He is the author of articles on trade policies and wrote a thesis on Diplomatic Law, later published as a book. Ambassador Moreira Lima was also one of the Brazilian negotiators in the field of commodities and agriculture from 1992 to 1995, including during the Uruguay Round of GATT.

Besides the Rio Branco Order, the highest decoration in the Diplomatic Service of Brazil, he was awarded decorations from different countries, such as the France's Order of Merit, the Portugal's Order of Christ and the British's  Order of Victoria.
